Considerando que, nos termos do n.º 2 do artigo 8.º do Regulamento de utilização das viaturas da Região Autónoma dos Açores, aprovado pela Portaria n.º 41/97, de 19 de junho, os veículos oficiais de serviço geral só poderão ser conduzidos por motoristas ou em casos devidamente fundamentados e mediante autorização expressa do dirigente máximo do serviço, por funcionários ou agentes que não tenham a categoria profissional de motoristas;
Considerando que, no âmbito das atribuições da Direção Regional da Energia, existem funções que implicam a realização de trabalhos externos e a deslocação para fora das instalações dos serviços, designadamente no tocante à realização de vistorias e fiscalizações;
Considerando que a referida Direção Regional dispõe apenas de um motorista, não sendo possível assegurar a sua substituição por outro trabalhador qualificado para a condução de viaturas oficiais, nas suas ausências e impedimentos;
Considerando que se mostra necessário assegurar o regular funcionamento dos serviços, através de uma maior racionalização dos meios disponíveis, aliada à natureza das atribuições dos serviços que compõem a Direção Regional da Energia, que constituem razões justificativas da concessão de autorização genérica de condução de viaturas oficiais.
